Water and Sewer Infrastructure Study
RCCAO initiates joint study on water and sewer infrastructure - The first component of the study
will examine asset management and governance of water and sewer infrastructure in the Greater
Toronto Area and will be undertaken by Tamer El-Diraby, a University of Toronto professor in the
civil engineering department. Another component of the study will assess various financing options
to determine how the services should be priced in order to promote responsible financing of capital
assets for water and sewer systems. This part of the research will be done by respected municipal
economist Harry Kitchen of Trent University.
Both researchers will examine utilities management and financing in other jurisdictions. While the
comparative analysis will focus on the GTA, a sample of smaller municipalities around the GTA will
be examined to determine what measures are required to upgrade water and sewer systems in this region.
It is expected that the final report will be released by the end of June 2007.
