EA Approvals Process Study
With the current global economic crisis, there is greater recognition that important infrastructure investments must be made to bolster our economy and improve our quality of life. On December 19th, a meeting was held between federal transportation minister John Baird and Ontario energy and infrastructure minister George Smitherman to discuss ways in which infrastructure projects might be fast-tracked. One of the topics concerned the environmental assessment approvals process and how duplication in federal and provincial requirements could be minimized while still addressing the full range of environmental concerns. RCCAO has already engaged consultants to put forward ideas on ways to streamline the EA process and we will be releasing the findings early in 2009.

Building Permit Process Study
A number of years ago, the provincial government enacted both legislative and regulatory changes related to the Building Code Act. RCCAO has engaged Hemson Consulting Ltd. to undertake a study on what effects these new measures have had on municipal building permit and inspection processes. As part of this evaluation, Hemson will survey municipalities in the Greater Toronto Area as well as follow up with more detailed interviews.

A major premise for the study is that streamlined planning and building permit processes have a positive impact on attracting development, increasing government revenues and spurring employment opportunities in construction and across many sectors. A comparative analysis of other jurisdictions will also shed light on how permit processes can be improved in this region. For example, have local municipalities taken advantage of new technologies.

The study results will be released in late fall 2007.


August 15 - 2007
Transportation Financing Study
RCCAO has engaged Harry Kitchen to conduct a study on transportation financing. Professor Kitchen will evaluate the financing of public transit and transportation projects, assessing both current instruments and possible new instruments. Criteria to be used include efficiency, accountability, transparency, fairness and ease of implementation. The area of study will be the Greater Toronto Area-Hamilton. This report will support efforts of the Greater Toronto Transportation Authority but will have implications for municipal, provincial and federal governments. Expected release of the report will be early November 2007.
